Principal / Founder
Markita Billups is a seasoned leader in healthcare operations with over a decade of progressive leadership and expertise. She is the founder of Blackbird Strategic Solutions, a consulting firm dedicated to helping healthcare organizations optimize clinical operations, scale efficiently, and drive strategic growth.
Previously, as the SVP of Operations at Oshi Health, Markita oversaw Business Operations, Practice Operations, and People Operations, building the nation’s first Gastroenterology-specialized value-based virtual care clinic. Under her leadership, the clinic expanded to cover all 50 states and grew the team from 10 to over 150 employees. Her efforts led to the company receiving multiple Best Place to Work Awards including acknowledgement from organizations such as Modern Health, BuiltIn, and Inc. 100. In 2023, Markita shared her expertise at the Pittsburgh Business Group on Health Conference, speaking alongside a strategic business partner to educate employers on effectively engaging employees in innovative healthcare programs.
Before Oshi Health, Markita was the VP of Clinical Operations at Vital Decisions, Inc. (now part of Evolent Health), where she provided strategic and operational leadership for innovative clinical products. Earlier in her career, she served as the Manager of Care Coordination at Highmark Health, focusing on telehealth services for individuals with co-occurring disorders. Her relationship-building skills with key stakeholders facilitated the successful expansion of the care model across Delaware.
Markita, a Licensed Clinical Social Worker (LCSW) in Pennsylvania and Delaware, bridges the gap between clinical and business priorities to drive meaningful alignment and impact. Her contributions have earned her nominations for Modern Healthcare's Emerging Leaders 40 Under 40, the Transform 10 Leader’s Award, Rock Health’s Builder’s Award, and she is a recipient of the inaugural 2024 Culture Amp’s Top 25 Emerging Culture Creators award.
Known for her innovative approach and ability to lead through dynamic change, Markita is committed to fostering high-performing, mission-driven teams that healthcare professionals are proud to be part of.
In addition to her consulting work, Markita serves on the Alumni Board at the College of Public Health at Temple University and as an adjunct professor at Thomas Jefferson University in the College of Health Professions. Her passion lies in creating thriving organizational cultures that empower clinicians to deliver essential, quality care to those in need.
